When someone has nowhere safe to sleep tonight, emergency shelters are often the first step.

Emergency shelters provide temporary housing, meals, and immediate safety for individuals and families experiencing homelessness. Many shelters also connect residents with community resources while they work toward a more permanent housing solution.

Shelters are designed for emergencies.

Their goal is to stabilize families during their most urgent moments—not to provide permanent housing.

For many families, a shelter is the critical first step that allows them to catch their breath and begin planning what comes next.

Rapid Rehousing: Need Housing Assistance Temporarily

Rapid Rehousing programs are designed for families who have recently become homeless and can regain stability with short-term assistance.

These programs typically provide:

• Housing search assistance

The goal is exactly what the name suggests—getting families back into permanent housing as quickly as possible.

Rapid Rehousing works well for families who have experienced a temporary setback but have the income potential to sustain housing once short-term assistance ends.

Perhaps they’ve received an eviction notice.

Maybe rent has increased faster than wages.

Affordable Housing: Making Housing More Attainable

Affordable housing simply means housing that costs no more than approximately 30 percent of a household’s income.

Across Arizona—and much of the country—the demand far exceeds the supply.

Today, only about 25 affordable housing units exist for every 100 families who need one.

At the same time, wages have struggled to keep pace with housing costs.

To afford a modest two-bedroom apartment at fair market rent in Maricopa County, a full-time worker would need to earn about $37.50 an hour—far above Arizona’s minimum wage.

That’s exactly why Save the Family developed Phoenix Scholar House.

Opened in 2026, Phoenix Scholar House is Arizona’s first affordable housing community built specifically for single parents pursuing higher education.

Based on the nationally recognized Family Scholar House model, the community combines affordable housing with:

The goal is simple but transformative:

Remove the barriers that force parents to choose between earning a degree and keeping a roof over their children’s heads.

The results of the Family Scholar House model are remarkable.

While only 18% of single-parent college students nationwide complete a post-secondary degree, Scholar House participants graduate at an extraordinary 89% rate.
